The ReLL project (Regional Network to develop Lifelong Learning Strategies) builds on and aims to extend (in aims and regional partnerships) an existing collaboration framework among Regional Administrations (developed in ADAPT and ADAPT bis) to develop a transnational interregional collaboration Laboratory between regional networks to assist and encourage the transnational exchange of know how in the design development and evaluation of Lifelong learning initiatives/approaches.

It focuses on the role of Lifelong Learning (LLL) to support innovation policies at regional level that are aimed at a socially inclusive economic development. Although several studies have proved high correlation between LLL and innovation performance of a Region, the precise causality-system relations are not yet clarified, also due to a confused definition of both concepts. From a knowledge perspective, the project intends to explore, by involving policy makers, researchers and practitioners, how to maximise the impact of LLL on a socially inclusive regional economic development approach.

Its operational objectives include:

  1. To establish an understanding of the factors governing the approaches, both technical and cultural, to the definition of a Learning Region in Europe. The work to be accompanied by an analytical mapping of the interest of all relevant actors/stakeholders at regional level, including education and training authorities and providers, learning technologies/services providers, organizations providing or contributing to learning opportunities (formal, non formal, informal nature)… etc.

  2. To define a Conceptual Framework for Analysis, corresponding to a holistic approach to a learning region, to serve as a basis for productive long-term dialogue and consensus building between the stakeholders in Europe, addressing both generic/horizontal as well as vertical/sector-oriented performance and quality assurance issues in the regionally based development and delivery of learning and in the learning process per se.

  3. To identify and classify models of learning regions according to constituting elements, partnership models, integration between formal and informal learning opportunities, access to learning opportunities, the location of learning, use of ICT, learning needs (learning audit), approaches and trends and establish the conditions to design and implement joint LLL initiatives;

  4. To collect, describe, compare and evaluate the developments of lifelong learning measures in different regions assessing the possibilities and the value of the different usage of ICT with the aim of lifelong learning, like the www or tele-learning, according to different demographic characteristics of the learners (age, sex, etc...) and analysing the requests and needs of the region’s citizens in the field of education and lifelong learning, to confront them with the political aims in order to evaluate and advise policy makers;

  5. To define criteria for assessment and to assess the impact of lifelong learning policies at regional level to address the problems connected with social exclusion, particularly unemployment and cultural minorities and check how lifelong learning can help individuals to face with technological changes by reducing socio-economic costs;

  6. To establish a European-wide Learning Regions Forum, with representation from all relevant bodies, organizations and authorities in the Regions involved, as a sustainable forum for dialogue, consensus building and policy support in the field.
