The EX ANTE "Network of European Regions to prevent Social Exclusion" project builds on an existing collaboration framework among Regional Administrations (developed in ADAPT) to address the issue of how trans-national exchange of experiences and development of innovative practices may help preventing social exclusion.
Its operational objectives include the comparison of present policies (aims, target groups, approaches, concertation and evaluation practice, information and training measures, etc), the identification and transfer of best practices, the modelisation of international collaboration and the establishment of conditions for future co-operation.
In each Region, a round-table of twenty relevant organisations (Public Administrations, NGOs, associations, social partners) will be activated to take part in the project.
The project added value consists first of all in the identification of existing practices at a transnational level and their comparison following an agreed common approach.
Transnational models of collaboration among different Regions and concrete tools will be jointly developed thus inducing a common definition of problems and of strategies to respond to them. As a result, this will mean the development and implementation of similar policies for the prevention and struggle of social exclusion from different countries of Europe and a progress towards the harmonisation of national policies within European Union.
