»
And the fifth and last meeting was held in Bologna, (Italy) on 15 of November 2000; after the "Regional Learning Networks and Labour Market Policies: examples for Europe and the US" Conference that was herd in Bologna on 13-14 of November 2000 and where the main project results were presented.

In general terms, as the approval of the EX ANTE project was communicated to the project promoters at the beginning of January 2000, the kick off meeting took place in Granada (Spain) the 1 of February 2000. The kick-off meeting in Granada was the opportunity to plan and design all project activities: the working plan and the schedule of the activities were defined, the regions involved agreed to elaborate a regional report on social exclusion policies within their regions and different interviews to institutions involved. Also the Regional Round Tables were defined and the project mailing list was activated.

For the second meeting, the promoters suggested Santiago de Compostela (Galicia. Spain) where Xunta de Galicia is based. This meeting took place on 12 of May 2000. The administrative rules of the project were clarified and these were the main themes:
  1. The Regions presented their regional reports and agreed to choose an in-depth study as good practice examples;
  2. The Trasnational Collaboration Plan and the Evaluation plan were presented and validated by partner representatives;
  3. The partnership decided to submit a new proposal in the frame of the DAPHNE initiative.

The third partners' meeting and Seminar (where round tables representatives were also present) was held in Porto (Norte, Portugal) on 13-14 of July 2000. The regional reports, interviews and in-depth studies were validated by the round table representatives.

During this Seminar an interim Evaluation session was held (see section 4 "Project Evaluation"). After the management meeting in which the co-ordination of these areas was decided, the partnership and the round table representatives were divided into four different parallel sessions addressing the following transnational collaboration models:

  1. "Identification of indicators of risks of social exclusion" co-ordinated by the Norte Region
  2. "Evaluation of Public Policies" co-ordinated by Galicia.
  3. "Competence map and collaborative learning model for the training of specialised civil servants and professionals" co-ordinated by Bayern and Emilia-Romagna.
  4. "Provision of information to target populations" co-ordinated by Wales.

An audioconference was held after this meeting to discuss the presentation of another proposal and to decide the project co-ordination.

The third partners' meeting held in Cardiff (Wales, UK) was the opportunity for the project partners to debate the project with Welsh round table representatives. After the debate session, the EX ANTE partnership did discuss the trasnational collaboration models mentioned above and was involved in a brainstorming exercise in which each representative was requested to write 3 recommendations to policy makers that were classified into Policy orientation, definition, implementation and evaluation (see annex XI).

After the meeting in Cardiff an audioconference was held to debate some administrative issues and to agree the extension of the project to 1 month in order to disseminate the project results in the Conference to take place in Bologna.

The very last gathering during the project lifespan was conducted in Bologna (Emilia-Romagna, Italy) a day after the EU-US Conference ("Regional Learning Networks and Labour Market Policies: examples for Europe and the US") held in on 13-14 of November*. Once the project 1-month extension was obtained, it was the opportunity to discuss procedures for financial reporting and to present project conclusions.
